The Belleville picture
Belleville is the seat of St. Clair County and the largest city in what everyone locally calls Metro East — the Illinois half of the Greater St. Louis metropolitan area. Founded by German settlers in 1814, it retains a substantial historic downtown and functions as the commercial centre for a wide surrounding area including Swansea, Fairview Heights, O'Fallon and Shiloh.
Two things dominate the local economy: healthcare and public services, and Scott Air Force Base ten miles east, which hosts US Transportation Command and is the largest single employer in the region. The base brings a substantial active-duty, reserve, retired and defence-contractor population.
Crypto kiosk presence runs along Route 159, West Main Street and the Carlyle Avenue commercial corridor, with more in Fairview Heights toward the mall. Coinme's Coinstar network reaches local grocery retail. There is no institutional presence anywhere in Metro East.
The Missouri question
This comes up constantly in Metro East, and the answer is more settled than most people expect.
Illinois tax follows your residence, not the transaction. The Digital Asset Tax Act attaches to customers whose "place of primary use" is Illinois — determined by physical location, account information, mailing address and IP address among other indicators. A Belleville resident buying from a machine in Fenton or Sunset Hills is still an Illinois customer.
Illinois kiosk protections follow the machine. The fee cap of the greater of $5 or 18%, the $2,500 and $10,500 daily limits, the mandatory disclosures and the statutory refund right all apply to kiosks operating in Illinois. Cross the river and you are outside that framework entirely.
Federal tax is identical. The IRS treats digital assets as property in both states.
The practical conclusion
There is no advantage to crossing into Missouri to buy crypto, and a real disadvantage: you lose the fee ceiling and refund rights Illinois gives you while keeping every Illinois obligation. If you are a Metro East resident, use Illinois machines — or better, skip machines entirely.

Targeted fraud. Military households are specifically targeted by investment and romance scams, both of which increasingly route through crypto. Anyone contacting you unsolicited about a crypto opportunity — however plausible the introduction — should be treated as fraudulent.
Fraud and refunds
Illinois recorded 510 crypto kiosk complaints in 2025 with adjusted losses of $20,077,277, sixth highest of any state. Nationally more than half of the 13,460 complaints came from people fifty and over.
Under the Digital Asset Kiosk Act, an Illinois victim who was a new customer of that operator can recover up to three fraudulent transactions from their first week or first three uses. Notify the operator within 30 days and provide a police report within 60 days. File with the Belleville Police Department or the St. Clair County Sheriff, keep the case number, and report separately to the FBI's IC3.
The border complication: victims are sometimes directed across the river mid-scam, which takes them outside Illinois protections entirely.
